It is a big discussion in China that whether Shanghai is Chinese or Non-nationality, because of its colonial history, because of its international life atmosphere (the easiest city for foreigners in China, only after Hong Kong). It was a joke to introduce Shanghai to the other countries that it can represent China, but after the last 10 years development, it's no doubts any more that Shanghai has become the most important window city of China, because of its opening, economy development, modernization, the even more important point is its growing creativeness in the business, also in citizens' minds.

In the whole year's reports, we have taken an overview of the local culture, education, art market, architecture and other creative industries of Shanghai, when the EXPO was taking place in this city. The slogan of EXPO 2010 "Better City, Better Life" has directly expressed the clue of the development, the current situation and the strategy of this city. In a lot of aspects, Shanghai has implemented the most efficient solutions in the quick urbanizing procedure, such as the motorization, urban planning, private entrepreneurship are generally leading the other cities although there are still many insufficient points.
Shanghai is one of the richest cities in China, where has a lot of top wealthy people and also amount of middle class. This economic advantage make Shanghai a super consuming city, take this into in-depth, Shanghaiers are purchasing a big percentage of cultural products in the whole country, galleries, creative gardens, cinemas, concerts, development zones are growing fast.
In the governmental Guidelines of National Development, innovation capacity has been multiply mentioned in different areas, which could help the whole country catch up with the world speed. Miracles of constructions and hyper events are taken place simultaneously, Shanghai was and still is in the leadership.

How do Chinese people take creativeness? How is the creative affinity? Many questions are emerging in Shanghai, but the investors are still positive toward the future. Foreign direct investments want to settle down in this dynamic market with unknown potentials; start-ups are also possible to get their first pot of gold in this free and high-regulated city compare to the other Chinese cities.
The basic impression of Shanghai is that this forefront city has absorbed the most advanced make-up technologies from abroad but still lacks in innovative sense. The fast development was based on easy buying and using of the imported technologies, when it comes to an equally synchronized tech-status, more and more uncertainties will occur. If the Chinese government and R&D departments don't take this seriously, it will be a big problem to keep such great growth rate moving.
